Institut Vetus Latina. Their homepage is found
here.
The Old Latin gospels also
exist in an earlier edition by Adolf Jülicher, Walter Matzkow and Kurt
Aland (Itala. Das neue Testament in lateinischer Überlieferung). For all other books, the
only way of determining Old Latin readings is to use the apparatus in any
critical edition of the Greek bible to reconstruct readings, or use the
card index system from the Institut Vetus Latina published by Brepols.

There is no translation
available of the Old Latin biblical manuscripts. They are themselves
translations of the Greek - for a flavour of the sort of variants
involved, compare any two translations of the Greek Bible into a modern
language.
